Federal law allows pharmacy-to-pharmacy sales only in limited cases, such as filling a specific patient's prescription. ShelfPay is designed around those limits, and it opens state by state, only after legal review.
This describes how ShelfPay is designed. It isn't legal advice. State rules vary, and ShelfPay is not yet open for trading in any state.
Every Wednesday at 3 pm ET, Hai Thai, PharmD, RxHealing's full-time Chief Clinical Officer, runs a live clinic for pharmacy owners and pharmacists. Bring your clinical questions, plus anything about surplus drug sales, remote care, credentialing and insurance protection. Up to an hour, and it ends early if the questions run out.
Still wondering about something? Ask Hai Thai, PharmD, live on Wednesday, or request a call from a local rep.

Once ShelfPay opens in your state, a rep visits to set up your account and walk your pharmacist or tech through scanning surplus with a phone. Your staff handle and scan every package. ShelfPay reps never touch drugs. You set and approve every price before anything goes live.
Yes. Your pharmacist or tech can sign in on a phone and scan any time. Scanned items land in your store as drafts for you to approve.
A business bank account in your pharmacy's legal name. Adding it is the one required step before your store goes live.
ShelfPay opens state by state, only after legal review and any license that state requires. The portal only shows sellers you're allowed to buy from and applies each state's rules at checkout.
Sealed, in-date, non-controlled prescription drugs in the original manufacturer packaging, with at least 30 days of dating left. Controlled substances, recalled lots, 340B inventory, samples, compounded drugs and expired product are blocked when they're scanned. Refrigerated items are welcome; see below.
Federal law allows it only in limited cases, such as filling a specific patient's prescription. ShelfPay is designed so you confirm that at checkout with an Rx number, and it's recorded in your audit packet. ShelfPay purchases can't be used to restock shelves for resale.
You set your own prices. ShelfPay shows the published reference price for each item as information only. It never sets, suggests or coordinates prices between pharmacies.
Yes. Buyers can buy at your price or make an offer. You have 48 hours to accept, counter or decline.

Add it to your want list with a top price and distance. We text you the moment it's listed.
Yes, from one login. Your own locations can't buy from or sell to each other.
The buyer picks UPS, FedEx or USPS at checkout. When you confirm, you choose a pickup time, print the prepaid label and pack the box. UPS, FedEx and USPS are built in. If FedEx offers same-day pickup and delivery in your area, you'll see it as an option too. ShelfPay doesn't run its own couriers.
Yes. Refrigerated items like insulin and GLP-1 pens ship overnight, Monday to Thursday only. The selling pharmacy is responsible for packing them in a validated 2 to 8 °C cold-chain container with a temperature indicator, and the buyer inspects them on arrival.
Yes, every shipment is insured for the full order value.

The business day after delivery is confirmed, minus the 8% fee. Instant payout is available for a 1% fee.
Report it within 3 business days. Under the ShelfPay Guarantee we refund you, then sort it out with the seller.
Every purchase comes with an audit packet: DSCSA transaction records, the seller's verified license, the invoice, your Rx attestation and serial-number verification.
Transaction information, history and statement are created automatically for every trade and kept for you.
We verify licenses at sign-up and renewal, check package serial numbers against manufacturer data, show every seller's name and city, and hold suspiciously cheap listings for review.
Our nightly safety sweep pulls recalled lots off the market, and we alert any pharmacy that bought an affected lot.
ShelfPay plans to open once 1,000 pharmacies join, state by state. Joining takes about 2 minutes: watch the 30-second walkthrough and add your pharmacy. It's free and non-binding.
